Update on Patrick the Pitbull's abuser

Check out this story on the woman who was charged with the ause of Patrick the pitbull. Her mom says she tied him to the railing and anyone could have thrown him down the trash chute. What? Tied and abandoned is okay? I simply don't understand what people are thinking or are they even thinking?
