Lake County considers tethering ban

Okay, I know many people do not consider dogs part of the family. I also know some dogs live outside. They have a dog house and a water bowl and their basic needs are taken care of. I wish they could live in a house with a family, but all in all, as long as they are not neglected or abused, I don't think this is going to change.
Tethering, whether they are outside or inside dogs is something totally different. That the director of Lake County's Animal Control calls a tethering ban extreme tells me she needs a little more education in animal welfare.
Tethered animals are more likely to bite. Tethered dogs are more territorial and become more aggressive not to mention chains and ropes can become wrapped around poles or trees which decreases a dog's ability to reach shelter from the heat or cold and water.
I post on a daily basis, ten to fifteen animalsfrom Lake County who are on the kill list, trying to find homes for them. There is a whole network of animal lovers who do this on a daily basis to try and save as many lives as possible. We do not do it so the dogs of Lake County can then be tied or chained outside while the director of Animal Control calls a tethering ordinance "extreme.
According to this news story, the ordinance as it is written doesn't have a lot of bite. I hope the commissioners will take it back and have it worded so it does carry some weight and the poor animals subjected to living outside their whole life will at least be allowed free reign in their backyards.
