When is a dog at fault?

I saw this article in the newspaper and thought about how really, really stupid some people are. Unfortunately, the dog in this story will be the one to suffer if he is declared a dangerous dog.
You can read the story here and tell me what you think.
So, my understanding is the dog can open a door and bites people on his property. ON HIS PROPERTY with posted signs. Now, I don't know about you, but that is one reason many people feel safe in their homes. They have a dog that will protect them. I have two. I don't believe either one of them would bite a strange person, but to protect their home, they could. They are dogs and that is what dogs do.
They cannot tell a census person from a burglar, a social worker from a peeping tom. They only know a strange person is snooping around their house.
We, as the educated public, must quit thinking a dog, any dog, can reason and think the way a human can. Until we try to think logically as humans and not attach that logic to animals, we will continue to have the misconceptions of animal behavior floating around.
Maybe we can concentrate instead on people who allow their dogs to roam freely, poop in other neighbors' yards, and nip at dogs and people walking down the road. Those laws are on the books. Leave people and their dogs, who are living in the privacy of their own homes, alone.
