Boynton Beach man should have had cruelty charges

This case in Florida, Boynton Beach to be exact, is one of the reasons I believe we should have more uniform laws concerning the cruelty to animals.
This guy left two 7 month old puppies in crates, covered with black tarps on his open lanai with no food or water and standing in their own excretement. Another was in a separate kennel outside.
He was only charged with illegal confinement although both puppies had to be euthanized.
Stories like these give Florida a bad name.
