German Shepherd in Orlando declared dangerous

I have been following the story out of Orlando on the dog which bit a small child in the face. The fate of the dog was contested by his owner who stated the dog was not dangerous. I said when the story was first published, if the dog lost his life it would be the owner's fault for not muzzling the dog. If you know your dog will bite and has bitten, keep a muzzle on it.
The dangerous dog ruling means the dog must be kept muzzled and leashed while outside. The dog must also be neutered. Now the owner says he might contest the ruling or simply return the dog to the breeder.
In my mind, the dog would be better off with the breeder, since the owner obviously doesn't want to follow the rules to prevent another bite. The problem is, the breeder is going to have no use for an animal who cannot reproduce but maybe can find another owner who will take the time to train the dog and help in his rehabilitation.
