Animal Abuse in Kentucky Highest in U.S. for 5th straight year

Se4veral years ago I did a report on starting an animal behavior program at the local humane society. I researched costs, programs, statistics on how many animals had been saved who had gone through some kind of behavior training and presented a proposal to the board of directors. One of the strongest animal welfare influences was Kentucky Humane, which had a fabulous behaviour program. So when I saw this story, I fel sad.
