Finally, a good ordinance

Every time another community passes an ordinance related to animals and someone sends me an email about it, I cringe. Oh no, here we go again with dangerous dogs and breed bans.
So I was pleasantly surprised to read this story from Connecticut about their new ordinance. After reading the story, you will see what I was pleased about.
Alderman John Papa, said "We didn't make it a vicious dog ordinance because there are certain groups of people who were concerned that whole breeds would be condemned," he said. "The animal control officer will treat every dog individually -- the breed doesn't make a difference."
The ordinance is about roaming and vicious dogs, but the way it is written holds the owner responsible and even though the animal control officer can deem a dog dangerous, it can be appealed and 3 people, including a animal behavior specialist must test the dog. Yippee. Maybe someone is listening.
