Critics say Hillsborough County anti-tethering plan too lenient

Considering it used to be normal to tie an animal outside for days at a time, I think any kind of anti-tethering law is a start. This doesn't mean I agree with the way the ordinance is worded, but simply let's get started and work from there.
Unfortunately, many people do not understand why activists are against tethering and all we can do is continue to educate. Let us not piss people off to the point no ordinance gets passed. We can always update and change ordinances down the road.
