I read about this happening in New York a couple of weeks ago and am pleased one of our legislators is actually going to try and get this passed. This doesn't mean everything is going to be coming up roses, but it does mean we can begin the process of trying to track abusers. It could become a handy tool for rescues and other animal agencies when checking paperwork for potential adopters. Anyone who is in rescue knows of a case or two where an animal went home with a family just to have it returned, cowering and submissive peeing or angry and growling.
