Shelters' killing of dogs will end, experts assert

They have addressed many of the concerns people have and what different shelters are doing to combat the problems they face, including animal control agencies returning dogs to their owners the first time with no fine and offering more training and more opening at rescue spots to allow volunteers to spend more time with the animals and feel welcome when they volunteer.
