Environmental protections won't be limited by state boundaries

I have often wondered about the protections offered by the federal government concerning species which cross state lines. According to this story, the previous admininstration might protect a wolf in Wyoming but if it crossed state borders, say into Idaho, it might not be protected. This makes no sense to me. I always figured if the federal government had protections on a certain species, it would be protected across state borders.
So I am glad the present administration will protect the species regardless of the state it has traveled to.
