Abuse registry for pets

Because I am so involved in the rescue of animals and my job involves victims of domestic abuse, the parallels of the abuse of animals and victims are many.
This article shows how many domestic violence shelters are now allowing victims to bring their pets with them, but also how animal abusers also abuse humans.
