The reason is because most county animal control agencies are not willing to put in the time or have the money to spend to work towards this goal. You must not only have the county agency on board, since they are normally the largest group associated with unwanted animals, but a majority of the rescue groups in the area to help pull and place the animals.
When an animal control agency reports it is working towards no-kill and does not make it plain and simple for John Q. Public, it defeats the purpose of trying to get your animals adopted. On the other hand, John Q. Public needs to let the staff of the animal control agency know their intentions toward an animal.
